Rick Cockrum, owner and principal of Capitol Assets in Indianapolis, has contributed to the field of governmental affairs for more than 20 years, most recently as vice president of government relations for WellPoint. He previously worked as vice president for WellPoint’s predecessor, Anthem, overseeing governmental affairs in several states and before Congress in both positions.
Cockrum successfully guided legislation to allow Anthem to convert from a mutual insurance company to a stock company and was responsible for numerous regulatory approvals in Anthem’s successful mergers and acquisitions campaign. During his tenure, Anthem grew from three million to 36 million customers between 1994 and 2006. He has been active in a number of organizations, including the Indiana Department of Natural Resources Commission, the board of directors of the National Association of Counties, and the Metropolitan Indianapolis Public Broadcasting Inc.
Cockrum received degrees from George Williams College and Vincennes University and has an MPA from Indiana University – Purdue University Indianapolis.
