Biography

Kara Morgan is a board member of the Ohio Board of Education and an adjunct professor at Ohio State University. Morgan teaches graduate level classes about program evaluations and risk and decision analysis. Previously she worked as a research leader at Battelle in public health policy analysis focuses on developing and evaluating data-driven decision support tools to support effective risk management decision making.

Prior to Battelle, Morgan was director of public health measurement and analysis at the FDA for 10 years where she conducted expert planning, research, analysis, and program management for the Office of the Commissioner. While at the FDA, she provided expert advice to the senior executive leadership of the agency, and collaborated with senior managers, scientists, and analysts in the Office of the Commissioner, the Office of Regulatory Affairs, and the various FDA Centers.

Morgan received a bachelor’s degree from Michigan State University, an MSES from Indiana University, and a Ph.D. from the Carnegie Institute of Technology.
